Ultra Instincts, was mentioned earlier by whis while training Goku and Vegeta. It is an ability to react on upcoming threats without thinking.
Basically it allow user to save the time wasted in watching, analysing then responding any attack.
Whis mentioned that he had mastered this ability, while Beerus have still some flaws.
While training Whis also showed them how it works but none of them grabbed it.
Later in Tournament of Power, fighting against Jiren, when Goku fell right into Spirit Bomb, his inner powers became a shield for him allowing Goku to access all of his power.
What we saw in Tounament of power was a Phase where Goku accidentally unlocked all his hidden power and was able to use Ultra Instincts, While he was in Base.
Ultra Instict is not a whole new transformations but is a version of Base form where he can access all his powers.
So with Ultra Instincts Goku actually don't need any transformation to access more power but can use all Energy without worrying about ki Drainage.
